What is a Development Servicing Plan (DSP)?

Central Coast Council's Development Servicing Plan (DSP) outlines water supply and sewerage developer charges for new developments impacting water and sewer infrastructure.

The independent Pricing and Regulatory Tribunal (IPART) requires Council to update its DSPs every five years.

What is Water and Sewer Development charge?

A water and sewer developer charge is the fee levied upon a development by Central Coast Council under the Water Management Act 2000/Local Government Act 1993.  These charges are a contribution that new development pays towards the capacity consumed within existing and future assets (dams, pumping stations, treatment plants etc).  The charges allow Council to recover part of the cost of providing the essential water and sewer infrastructure necessary to service new development.

Why it matters

Developer charges ensure that developers contribute to the cost of the existing and future assets that are required to support our growing region.  IPART requires draft DSP's to be placed on public exhibition prior to adoption and for Council to inform IPART of any submissions lodged and Council's response to those submissions.

What is the proposed pricing structure?

Water supply developer charges are determined based on the formal Council Local Government Areas, while sewerage developer charges are based on Council's three ocean outfalls that discharge treated effluent.

How charges are determined

The charges are calculated using a methodology set by IPART.  This method ensures that the costs associated with the new infrastructure are recovered in a transparent manner.  Detailed Development Servicing Plans (DSP's) for various areas outline the specific charges and are available for public review.
